The “Threat” to aviation is defined as:

• “the probability / likelihood of an attack”.

 Many things are taken into account when assessing the threat:

• Intelligence – terrorist means, intent or desire.
• Characteristic’s – aims and objectives of attackers.
• Capability – past history, available weapons.
